Constitution
and By-Laws
All band parents in the
Long Beach School District need to be involved in the support and encouragement
of the total music program, and in particular, the band program of the
District. Band parents desire to see the program grow and develop so that
students in the District may enjoy quality instruction and extracurricular
experiences which will contribute to a responsible and mature person, both
intellectually and socially.
The name of the
organization shall be “Long Beach High School Band Boosters.”
The purpose of this
organization shall be to bring together band parents and other interested
persons to augment, support, and promote the
ARTICLE III:
MEMBERSHIP
Membership in the Band
Boosters is automatic for all parents and/or guardians of

OFFICERS
The officers of the association
shall be a President, Vice-President, Lead Treasurer, Assistant Treasurer (if
applicable), and Secretary. These officers shall be elected annually by a
majority vote of the members present at a regular meeting in the spring. They
shall be installed at the May meeting of the year and shall take office in
June. Persons from a single family may
hold individually or jointly only one elected office per school year.
ARTICLE V:
MEETINGS
Meetings for the general
membership shall be held on the first Thursday of every month unless otherwise
ordered by the organization. Members present shall constitute a quorum.
ARTICLE VI:
EXECUTIVE BOARD
The Executive Board shall
consist of the elected officers and non-elected officer(s). The elected officers and non-elected
officer(s) shall be composed of the following:

Treasurer (if applicable)

Past

ARTICLE VII:
AMENDMENTS
SECTION 1: CONSTITUTION
This Constitution may be
amended at any regular meeting of the organization by a two-thirds vote of the
membership, provided the amendment was submitted in writing to the membership
at the previous regular membership meeting or to the Executive Board thirty
(30) days prior to the membership meeting.
SECTION 2: BY-LAWS AND RESOLUTIONS
These By-Laws may be
amended by a two-thirds vote at any regular membership meeting of the
organization, provided the amendment was submitted in writing to the membership
at the previous regular membership meeting or to the Executive Board thirty
(30) days prior to the membership meeting.
The By-Laws shall be
reviewed for revision at least every other year.

ARTICLE I: RULES OF ORDER
The rules contained
in Roberts Rules of Order Newly Revised shall govern this organization
in all cases in which they are not in conflict with the By-laws of the
organization. The Vice-President shall serve as Parliamentarian to rule on
procedure.
Section 1: Duties of the President
The President shall:
·
preside at all meetings of the membership and the Executive
Board.
·
establish standing committees and appoint committee
chairpersons.
·
call for a review of the organization’s financial status
prior to the close of the year’s activities.
Section 2: Duties of the Vice-President
The Vice-President shall:
·
assume all the
duties of the President in his or her absence and other duties as may be
assigned by the President.
·
become President if
that office becomes vacant at any time after the election of officers.
·
be chairman of the
Fundraising Committee.
·
serve as Parliamentarian.
The
Lead Treasurer shall:
·
establish and
maintain accurate financial records pertaining to each activity.
·
receive all monies
of the organization and deposit same in an approved depository under the name
of the Long Beach High School Band Boosters.
·
furnish a written
financial report at each meeting.
·
see that all checks
have the required two signatures-any combination of President, Vice-President,
Lead Treasurer, Assistant Treasurer, or Secretary.
·
assist in
establishing an annual operating budget in accordance with the requirements of
the Executive Board.
·
prepare and submit
a year-end financial report detailing the total year’s income and expenses.
Section 4:
Duties of the Assistant Treasurer (If position is needed)
The Assistant Treasurer shall:
·
assist the Lead
Treasurer in the accounting and collection of all monies.
·
perform the duties
of Lead Treasurer in his or her absence.
The
Secretary shall:
·
keep accurate
records and minutes of all meetings of the membership and Executive Board.
·
conduct the
correspondence of the organization as directed by the President.
·
be responsible for
activating the Telephone Tree as directed by the President.
At the regular
meeting held in March, a Nominating Committee consisting of three to five
members shall be elected by the membership.
It shall be the duty of this committee to nominate candidates for the
officers to be filled at the annual May meeting. The Nominating Committee shall
report at the regular meeting in April. Before the election at the May meeting,
additional nominations from the floor shall be permitted.
Any elected officer who fails to perform the duties of his or her
office, and/or uphold the purpose statement in Article II of the Constitution,
may be replaced with the consensus of elected officers of the Board, excluding
the office/officer in question.
Committees shall be
formed as needed.
Monies or funds
raised by, for, or in the name of the Long Beach High School Band under the
sponsorship of the Long Beach High School Band Booster Organization become the
property of the Long Beach High School Band Boosters. Such funds are to be used
only to cover minimal operating expenses and to support approved projects,
activities, and programs of the Long Beach High School Band. All fundraising projects that require active
participation of the band students must be approved by the Band Director and

The
fiscal year shall be from June 1st to May 31st.
2.
The
Treasurer(s), in cooperation with the Executive Board, shall prepare and submit
a budget to the general membership present at the May meeting. The Lead
Treasurer shall chair the budget committee.
3.
The
annual budget shall be approved by a majority vote of the general membership
present. All budget revisions must be
approved by a majority vote of the general membership present.
